Sandoval Feitosa, Managing Director, ANEEL

Managing Director of ANEEL since August 2022, and a career civil servant as a Regulatory Specialist since 2005.

In 2014, he assumed the position of Advisor to the ANEEL Board of Directors and, in May 2015, was appointed Superintendent of Regulation of Transmission Services. In 2017, he was appointed Superintendent of Inspection of Electricity Services. Director of ANEEL from May 2018 to March 2022.

He holds a degree in Electrical Engineering, a Master's degree in Electrical Engineering, an MBA in Business Management with an emphasis on Strategy, and completed the Program on Utility Regulation and Strategy.

Between 2018 and 2020, he was also a Director at the Brazilian Association of Regulatory Agencies (ABAR).

He is particularly interested in discussions on the modernization of the Brazilian electricity sector, the energy transition, distributed energy resources, and the analysis of the socio-environmental impacts of electricity on the transformation and improvement of people's lives.

Denisse Miralles, Project Portfolio Department Director, PROINVERSION

She holds a degree in Economics from the National University of Engineering (Peru), a Master's degree in Public Policy and Taxation from Yokohama National University (Japan), and infrastructure studies from the Harvard Kennedy School (USA).

She has over 20 years of professional experience in the public sector, focusing on tax policy, fiscal decentralization, and public-private investment.

She has held positions in the public sector, including Deputy Minister of Economy at the Ministry of Economy and Finance and Director of the Decentralized Investment Department at PROINVERSION.

Joel Santos Echavarría, Minister, Ministry of Energy and Mines

Edward Veras, Executive Director, National Energy Commission (CNE), Dominican Republic

An electromechanical engineer with a specialization in electricity, he graduated from the UASD (University of Valencia), where he also earned a Master's degree in Pure Mathematics. He has training in project management (PMI), statistical modeling, electrical system operation, electricity markets, and quality (ISO 9001). He is an adjunct professor of Mathematical Analysis at the UASD and was director of the Mathematics Institute (2014–2018), leading projects supported by the Mescyt (National Electric System Coordinating Body) and CIMPA (Central Electricity Commission).

He has 11 years of experience at the Coordinating Body of the National Electric System, where he managed projects on electrical operation, control protocols, and data improvement. He is co-author of a publication in the British Journal of Mathematics & Computer Science and of protocols adopted as national operational policies.

He has been a speaker at Mescyt (University of Valencia) and UNIBE (United States of America), and an electricity market consultant at INPROCA (National Institute of Technology). His profile combines teaching, research, electrical operation, and high-level technical consulting.
